The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency (DARPA).[1] Its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance purposes (such as missile detection).[2] The HAARP program operates a major Arctic facility, known as the HAARP Research Station, on an Air Force owned site near Gakona, Alaska.
The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high power transmitter facility operating in the high frequency range. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as VHF and UHF radar, a fluxgate magnetometer, a digisonde and an induction magnetometer, are used to study the physical processes that occur in the excited region.
Work on the HAARP Station began in 1993. The current working IRI was completed in 2007 and its prime contractor was BAE Advanced Technologies.
As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs.

Okay, so what are Chemtrails?

The term chemtrail is derived from "chemical trail" in the similar fashion that contrail is an abbreviation for condensation trail. It does not refer to common forms of aerial spraying such as crop dusting, cloud seeding or aerial firefighting. The term specifically refers to aerial trails allegedly caused by the systematic high-altitude release of chemical substances not found in ordinary contrails, resulting in the appearance of supposedly uncharacteristic sky tracks. Believers of this theory speculate that the purpose of the chemical release may be for global dimming, population control, weather control, or biowarfare and claim that these trails are causing respiratory illnesses and other health problems.

I recently read a great article talking about Chemtrails and what they really are. I don't know if this article is speaking the truth or not, but it seems to make sense!
The article is written by CAROLYN WILLIAMS PALIT

creating an atmosphere that will support electromagnetic waves,
ground-based, electromagnetic field oscillators

The article also talks about the chemtrail being made of chemicals such as barium!

MORE ON CHEMTRAILS
I've read many articles concerning chemtrails and the possible effects on us or our environment. Someone told me that the overall population of "honey bees" were drastically down over the past few years. I didn't think too much about it, but it makes sense, if our skies are really filled with these harmful chemicals, it could endanger plant and animal life as we know it. Honey bees pollinate our flowers and much of our food supply. Without bees, what are OUR chances of survival long term? It is my understanding that the chemicals in the sky fall down to earth over a period of hours landing on the plants, where the bees are subject to the poisoning. So what does HAARP and CHEMTRAILS have in common?
Some say that using HAARP in conjunction with chemtrails we are capable of doing many things. Mind control, climate changes, including EARTHQUAKES, star wars type weapons, find oil fields and even spy on you and I! Project "Blue Beam" is also a possibility of using HAARP giving them the ability to create false images in our skies.
I don't know if any of this is true or not, but I do see these sky trails on a regular basis and in EVERY weather condition. Below is a video with some explanation of the uses.

its not right what there doing to humans...HAARP needs to be destroyed and theres nothing the government thinks we are going to do about it. spread this comment and if u are seeing criss cross patterns or something.....strange with weather its haarp and tell all your friends if u see those big old concentration camps...u no ur gonna go to prison. but burn it down. who cares by burning that concentration canp ur probably saving millions of lives. im only 11 years old but i understand these things and humans cannot be breathing in chemicals such as barium and aluminum oxide.

These "chem trails" are from jets you nutter
The government has actually admitted to having developed a program they call Geoengineering which is chemtrails, they state that they have not begun the spraying, and that it is still in research phase. See the documentary "what on earth are they spraying".

Great hub! Just posted one on the same topic with much less emphasis on chemtrails. You covered that topic well. Major weather patterns in 2011 and numerous natural disasters. Several world leaders accusing the U.S. of manipulating nature and causing geophysical events. Birds and fish dying off by the hundreds of thousands simultaneously around the U.S. and globe. What is going on and where is our media?

I can’t believe there are still some ppl that are defending the government and saying that there is no such thing and that what everyone is seeing are simply water vapor. That would be a totally plausible explanation if there wasn’t already leaked gov documents outlining how and why they are spraying chemtrails over the air (this does a pretty good job of explaining it.) It’s called the HAARP project, and is built on the concepts of radio frequency radiation that Tesla was getting into before he died/was killed. Apparently, what the planes are releasing are barium salts, which (with the help of microwave energy) can manipulate anything from the weather to varying life forms in the environment. This is also most likely the reason why certain species of birds and fish have been dying recently. If you see planes making a criss coss pattern or contrails that linger for half a day or so when in relatively dry environments, you’re most likely witnessing chemtrails being dispersed. I live in Tempe, AZ, where it’s extremely dry year around, and just last week there were two unmarked commercial airliners that were flying in a grid–type pattern. Luckily my health is still ok, but my wife is 6 months pregnant and I admit we’re both starting to get much anxiety ) about the potential harm that these chemicals might cause on our child.
